The mission of the Inspectorate General of Home Affairs (IGAI) is to ensure high level functions of audit, inspection and control, regarding the entities and services which answer to, or whose activity is legally supervised or regulated by, the member of the government responsible for the area of Home Affairs.
1. The IGAI has the following assignments:
- To perform inspections using methods of audit and assessment of the legality, in order to evaluate the compliance with the missions, legal norms and regulations and the governmental instructions that are applicable to the activity of the services and entities;
- To perform a second level control regarding the management and the performance of the financial projects that are financed by external funds, namely from the European Union, in the scope of the Ministry of Home Affairs (MAI);
- To verify all news of serious violation of the fundamental rights of the citizens by the services or theirs officers, that come to its knowledge, and evaluate other complaints, grievances and denunciations presented by potential breaches of the legality and, in general, the suspicions of irregularities or faults concerning the operation of the services;
- To initiate proceedings of inquiry, audit and examination, as well as inquest and disciplinary proceedings that are ordered by the hierarchy, and initiate or collaborate in the initiating of proceedings opened in the scope of the services, whenever its collaboration is requested and duly authorised by the hierarchy;
- To perform audits and organisational and operational studies, having in mind the efficiency and efficacy of the services, in accordance with its plan of activities or by order of the hierarchy, and present to the minister legislative changes regarding the quality and efficacy of the services and the improvement of the of the organisations of security and of protection and help;
- To inform the competent bodies of criminal investigation of the facts with criminal relevance and collaborate with them in the gathering of proofs, whenever that collaboration is requested.
2. The IGAI is directed by one inspector general, assisted by one deputy inspector general.
